To appreciate the danger of the crisis Joel faced, the modern reader must recover a sense of the terrible destructiveness of a locust infestation for a pre-industrial agricultural society that lives year to year by its harvests. The key issue for reading the book as a whole is deciding whether the locust plague in 1.1–2.27 is the prelude to the religious and political renewal predicted in 2.28–3.21 or whether these two parts of Joel arise from different experiences in Jerusalem's history.
